This is an awesome Pantera song, the solo is killer the notations on the tab represent the motions on the whammy bar, youll have to listen to the song to get the full feel of it, its too hard to explain in words. The begining of this solo is slide to the f note on the D string, then rapidly depress on the whammy bar to loosen up the strings. then just pull back up and kill the hell out of the higher notes. Oh yeah he is using a whammy pedal for this as well. That will give you the screeching.
