This is how I think it's played and I'm confident that it matches 100% to the videos of
Morello playing it.
I consists of pick-scraping actual notes. Quite funny but it makes perfect sense when 
you get it right ;)

READ HERE: (important)
[AMP must be ON in order to get the effect.]
Set your pickup selector to NECK(i.e.towards you).
Simply use the side of your pick to scrape the string up and down
over the pickups to get the right pitch and sound.
What I tabbed are the corresponding NOTES---->i.e. the note that results
from the pick-scrape.
*You WILL have to try a little bit before getting the right pitch
(it should be around the middle pickup)*
THE NOTES WITH A SLIDE SYMBOL (\) ARE SCRAPED--THE OTHERS ARE HAMMERED ON OR PICKED 
(depends if you feel up to switching from scrape to normal picking)
