I Kele must use some sort of tremelo effect as when they play live he only picks each note the synth is the dominant part anyway. It is most likely that Russel is a pitch shifter or POG to add the higher octave. Once more though, this is the version we people without stupid amounts of money to spend on pedals. Russell slowly brings the tone up on a wah. The final chorus sounds as though Russell throws in a few changes possibly. You can try out, all you need to know is that it's in E major.
