I was under the impression that this was played without a capo using the same chords in a lower 
octave. But in the Ballad of Shovels and Rope documentary, Mike's playing it with a capo on the 4th. 
It's possible they ended up playing it open on the record (it sounds that way to me), but either way 
it's the same chords.
