Capo on the 2nd fret, the whole song is based on a C#9 barre chord, the chords are:

He starts every beat by picking the bass note of the chord twice then it goes like this:

The chord used for the example was the F#, it goes the same for every other chord in the song.
There's also a little riff/run every second line of the verse (and I'm staring at the moon etc)
