I worked this out by listening to the song from Nature Bears a Vacuum, and listening to
an old concert by The Shins circa 2002. The lyrics are just taken from the internet with
a couple of my own ideas thrown in. This song should be played with barre chords, using 
7th fret B as a starting point. The "Where I'm meant to be" section and the following E
F# run up should be played with open chords, certainly sounds like that's how it's done!
